would this amp power four (6.5) on the tower and four (6.5) in the boat

All 8 speakers (tower and inboat speakers) at the same time? No. Not enough power to make decent volume for all 8 speakers.

I recommend only doing ONE of the configurations (not both). Pick either Tower OR inboat speakers. Amp can efficiently power 4 speakers. (6.5 or 6x9)
