I contacted him on March 23rd. He agreed to sell it to me on March 31st. Gave me his PayPal info on April 8th. I paid him on April 8th. I still haven't received the shirt, nor have I received a reply to the emails I sent him on April 8th, 17th, or 21st. It's only $10, but what gives?

We lived in Gloucester Point, VA but we just moved to Utah. We did most of our boating in Virginia on the York River near the Coleman Bridge.
