Any suggestions on what is best to repair a couple of small tears on the seats and engine deck?

Get a new skin from either the dealer (if less than 5 years old) or from www.nautiqueskins.com (if more than 5 years old). Either choice will match perfectly and be the same quality as original. You or a local shop can install.

My boat is ten years old and I was able to get factory replacement skins for a couple of the back seats just last year. Was I just lucky or is the stated cutoff from CC 5 years?

If you go to the CC dealer for replacement skins on a boat older than five years, they usually call NECC and order the skins for your particular boat. NECC works with a local/regional upholsterer (probably Christine, aka nautiqueskins) who has the original patterns to make the skin for your boat. CC supports interior parts for five years, after that, good luck on proprietary pieces unless NOS. This is my understanding.

I think you mean SECC- which does work with Christines. MWCC also has a local shop that has all the patterns, can do the embroidery, etc.
