With or without the ballast tanks? Which leads me to my suggestion. Find a different place for the sub, rip out the hard tanks, and put in a fat sac system on impeller or aerator pumps.
From memory, it should be 18" - 20". But to be sure, I can measure my 99 Air trunk space this weekend (without tanks). I think it is the same as your 2000 Pro Air.

With tanks. I can measure mine this weekend. I was needing measurements before I left town. Lake house is hours from stereo shop. Under left dash is only 12". I have all wetsounds amps (3). Wetsounds in boat speakers and nvs prodigy towers. I needed more room than the 12".
I have dual 12" subs under the dash / driver's kick plate. It's custom and the box is probably not designed for perfect accoustics, but it sounds great and is capable of providing far more bass than I could ever need.
