I am eager to hear what 230 owners say, but here is my setup on my SV 211.
For surfing on port side, I fill the port and belly tanks. I then use 3 fat sacs arranged along the length of the port side: in the port bow, a 350# sac (a bow filler cushion helps here); under the observer's bench seat, a 370# Fly High "tube sac"; and on the port walk thru (stern, over the top of the port stern locker) another 350# sac.
This amount of ballast does not put the vents close to the water line, but it does require smoother water and heads up driving due to the list it imparts on the vessel -- if I have more than 2 crew, I'll use less ballst. The addition of the weight in the bow was the key. The weight in the rear make the wave stand up, and the weight in the bow lengthens the pocket.
I ride an IS Blue Lake Quad and my pal rides an IS Black Pearl Yellow and the surf wake is very nice.

On top of full stock port and 1/2 belly, I use 750 port locker, 550 across the back seat on the port side, 550 along the port side towards the middle/front of the seat. But we rarely go out with more than 6 total people.
Sometimes depending on people in the boat, I will put a 150 in the bow.
Got the boat at the end of last season so this is the first month of surfing.
So far people have been happy with the belly tank and one side full with a couple of people in the back toward the full side. Surfers range from very good to just starting out. The best one of us has been happy with this setup. We have both regular and goofy footed surfers so we switch side tanks accordingly. There is usually four to six in the boat with noone in the bow.

we usually ride with the port hard tank filled. the belly tank filled. a 750 sack in the port locker. a 750 on the floor in the back middle of boat. a 750 in the front. and a few people on the port side of the boat. wave isn't usually long enough so i'm think i might need more weight in the front.
No doubt you have to be careful, but that doesn't seem excess for a 230. I surf behind an older Centurion 23, and we have 1200 in the back port, 550 just forward of that, another 350 near the observer, and 350 in the bow, plus 400 in the belly. It has a big vhull and lots of freeboard.
I will see if I can take a picture. Surfing isn't our normal activity, so we only do it occasionally when we have a few people out with us. Takes a bit of time to set up and empty, plus that much weight at 11 or so mph tends to burn a lot of gas....
It definitely is not too much weight for a 230. I know a lot of people running a very similar setup, and some people even put more in weight in the bow...I usually put my 550 on the port side seat far enough up to lengthen the pocket, but have thought about getting a 1100 sack for the locker and put the 750 in the walkthrough...Played with it a few times and I wasn't anywhere close to satisfied with the wake with only stock ballast, but I grew up surfing on "real" ocean waves in CA...
When we wakeboard we will typicall fill all stock, put the 550s in the lockers, the 750 in the walkthrough and the 150 on/under the passenger seat to somewhat offset the drivers weight....
We put an enzo sac in (1,450 or something near there), center arrow sac (700) and around 150 in the bow front cushion plus all of the hard tanks and around 5 people. All of this in a 210. The water line is at the rub rail to a little bit above the rub rail. The wave is enormous
