Perfect pass on Super Air Nautique 220 2006 will not engage

Hi.
I just got this boat and am wondering if anybody has a clue (troubleshoot) as to why perfect pass will not engage to the speed I programmed .
I followed all instructions to the letter but clearly am doing something wrong.

I know it's really basic, but you have actually turned the perfect pass on?
It won't control unless you hit the 'On' button...
