I would add a 500 to each engine locker and a 700 in the bow for wakeboarding. When I wanted to surf I drained the factory ballast on the opposite side I wanted to surf on. This seemed to be the best overall set up for the boat that was quick and easy. I am sure there are better ways but this was the easiest.

Port side Surf set up- 750 on top of factory- 450 on port side seat- center factory full with approx 300 lbs sac in ski locker- 10.5 mph- have run with more weight but puts the gas vent too close to water for my comfort
Goofy side for goofy 10 year old son doesnt require much- usually just factory starboard plus combined family weight of 400 lbs and same in center locker as starboard- 10.5 mph- produces nice wave
I have tried many other combinations but this works best for us with the small crew we usually have.

use the super air nautique overflow kit from fatsac.com.
that comes with a 400# for the starboard and port rear compartments and a 725# that fits underneath the bow cushions. these connect to your hard tanks. all you have to do is run your stock ballast pumps twice to fill it all.
put a 350# tube sac in the ski locker
keep a fat brick in the boat to move around for even weighting.
you can also buy bags of lead weight from pop-products.com. a few under the bow filler cushion and in the port side compartment help a lot

all of this will give you a fantastic wake and you will only have to deal with the fat brick in the seating area. no more fat sacs on the floor or seats.

I guess it also depends on your ability level and budget. We started picking it wake surfing last season and for us just adding the Wakemakers PiggyBack system (750 lbs in rear locker) did the trick. We surf at 9.8 and with the wedge between 1 and 2. We get a pretty decent surf wake.
For wakeboarding, we haven't really seen the need to go beyond standard ballast: we mostly play with the speed and rope length to position the boarder at the optimal length for their level.
