    If they are considered occupants of your boat does that mean you can only have 9 people in the boat while pulling a boarder if your boat is rated for 10?

      Yes. 9 + the surfer is 10.

      Just like jet skis. Can only tow using a 3 place vessel. Seats 3, but driver+ spotter + rider = 3. you must have room on the vessel for the rider(surfer, Et. Al.)

          Exactly. I'm also thinking the Texas laws will be revised to be more clear about surfing.

            One Australian State (New South Wales) has made wake surfing illegal , you must be at least 7 meters behind the boat!!!
