Fair disclosure I am new to G so I am not an expert... in my search for a boat I have done a lot of research... and am purchasing a 2014 G23 with the 409... The biggest difference b/t the 13 and 14 is the transmission change... they call it 2 to 1 and from what I understand it improved fuel consumption and it equalled out the torque b/t the 409 and 450... so the primary difference is you sacrifice some top speed (4 mph) but nothing out of the hole... Not sure on the 13 if torque is equal or not... seems like you will eat more gas in a 13 vs 14 but don't think that will be a huge difference b/t 409 and 450 on a 13... here is a water test b/t 2014 409 and 450.... https://www.youtube.com/watch?v=TQhoRZSmXAA I imagine the cost savings on a 13 will more than pay for your gas!! The bottom line for me was that I primarily am out with my wife and two young girls (4 & 6)... we surf... and if out with the guys I try to keep it to no more than 4 because I am selfish and like to have plenty of time surfing myself!! So the engine size for me is less relevant than others who pack out their boats. I am confident Nautique would not put a 409 in any boat and perform poorly... I think the comparisons are pretty technical... so just depends on your wants and how technical you are.
