Here are some splashproof gauges that would work well in hard tank ballast systems. With a simple float type fuel gauge and a few resistors they would display the water level in your ballast tank.

They also make really nice digital voltmeter (and ammeter for that matter). These are very nice gauges but they don't have backlights. I had planned on using one of thier SP5-1200 with backlight but it's display disappears when you view it from above (it's designed for use in portable meters typicall viewed from below). The backlighting on the SP5 was a very ugly industrial green/yellow so I decided to skip the backlit feature. It's possible that I can rig a LED to shine through the mounting stud?
