I believe the engine hatch is manual, not electric (actually all three are manual). The electric pneumatic lift was offered through 2000. You are probably missing some of gas struts that aid in lifting the hatches.
Regarding your electrical issues; could be the pad. They have been known to fail over time. The boat came standard with ballast tanks - so I am assuming you are referring to fact that the tanks that are not filling. All this stuff (tanks, lights, etc) are controlled by the same key pad. My guess is it is defective.
Did the "sparking" sound change as the boat was run up to speed?
Throttle probably needs adjusting although for reference my throttle lever is probably at the 7 o'clock position at WOT.
The boat has a tunable rudder to compensate for the prop rotation. You will never get the steering wheel perfectly centered to track straight like a car especially at low speeds. At cruise speeds the rudder foil can be adjusted to get you close to a straight wheel. It is possible that the steering cable was replaced and the rudder wasn't straight when the cable was installed. Check the tuning foil first.
Regarding the other electrical issues (speedo, gas guage, PerfectPass), sounds like you have a loose ground somewhere.
