    Yes it's some kind of shim might be Teflon due to the transom being curved it has some room for movement.

      My guess is that the 1st plate is bolted thru the transom? Not only screwed in?

        Max actually the screws go all the way through from the outside. When I was drilling all the holes I used the first plate as a template. There also is a couple of brass pins the plates use slides back and forth on.
