Removing throttle panel to replace 3 way switch on 2006 216 Air Nautique

All: New to the forum so apologies, but I have searched and searched and cannot find. I am trying to replace the 3 way power switch (I think it is called the PME) and I have detached the 3 screws (2 on bottom of side panel and one by steering wheel) and the panel is not budging. Does it require the removal of the throttle or other clips to get off so I can replace the switch? Please help! Thanks!

I believe the panel is held in place with numerous christmas tree fasteners. You will need to have a very thin blade putty knife to slide behind the panel to pry the panel away.
