Polishing all that gelcoat alone would make the boat look way better, and it's easy/cheap although labor intensive... Plus it's not a flake color if you really get after it... On the blue part though it doesn't look all that bad to me. Add seadeck for whatever that costs (thought I saw $1,000 somewhere up there) and you're on your way... But I still agree starting # is too high. 230's are hard to find (speaking from experience)... But considering it is a pre-2012 non Linc non NSS, it's overpriced

I agree with swatguy and some others, work the price down to your comfort level. You didn't state that you're after a "flip" project, so if you can put some sweat equity into it, and use the boat for a few years, you can probably do ok when you're ready to sell the boat.
Spider cracks are just evidence that the fiberglass under the (relatively rigid gelcoat on top) has flexed, many of these boats show some evidence of spider cracks. Photo document your repair, and IMHO, you could do ok with this boat (given the relatively high prices you Canucks are dealing with up there).
I do know that some of your Canadian neighbors are not afraid of projects, a 230 was purchased at a salvage auction for about $40k USD, this particular boat sunk in saltwater and needed at least a new engine/transmission along with electrical system! I believe that boat was a 2012 for what it's worth...2008 230 TE-ZR6

Keep on searching. By the end of this project you would have been money ahead to buy a 230 in better condition with a trailer. Here's the breakdown of best case scenario in my opinion to get this boat up to par based on experience with similar projects:
Trailer: $5500 new (unless you can find a used one, nearly impossible but you might get lucky)
Gelcoat: Best case - rudder cracks aren't structural and you patch a few areas by yourself: $100 in supplies + 1 day of your time
Gelcoat: minimum 2 days of wet sanding + $100 in supplies
Gelcoat: minimum 3 days of compounding + buffing + polishing + $400 in supplies. Buy a good Makita buffer, good compounds, polish and pads
Existing nonskid removal: 2 days of your time + $20 in supplies to prep surface for new Seadek or Gatorstep
New Seadek or Gatorstep: $1800 + 1 day of your time if you do the full boat (I'm assuming carpet is trashed)
New gas shocks, impeller, speakers + other misc parts that don't work: budgeting $600 + 2 days of your time
New cover if needed: $800
Interior: Assuming 50% of the interior just need cleaned - $1250 in seat skins from Nautique + $600 to have them installed + 1 day of your time to remove and take to shop
Upgrades:
Low-Mid level stereo update: $1600 (assuming stock amps are OK)
Ballast system: remove hard tanks and replace with 1100's, add center arrow bag: $700 in supplies + 1/2 day of your time
Acme 1235 prop: $400 used
Totals:
Boat purchase price: $47,000
Taxes (estimated): $2,000
Trailer: $5,500
Reconditioning supplies and parts: $5,670
Your time: 12 days @ 10 yours per day = 120 hours. If your time is worth $20/hr that would be $2,400
Upgrades: $2,800 (including your time)
Grand total: $65,370 for a reconditioned 2011 230 with 380 hours. Which is what a very nice used one would go for with a trailer here in the states. There are much nicer, lower hour 2009-2011 230's in the classified section of this site for less money

I think the dude's analysis is really accurate, but some of those things (like his listed upgrades) aren't immediately (or maybe ever) necessary- and wouldn't necessarily be included on a nicer comp. I also think the personal labor hours are a moot point, yes you can put a price on it, but some people (myself included) genuinely enjoy working on toys in my free time... Especially if I had a shop and lived in Canada. And the final thing that hasn't been mentioned- at least in my case, buying a non pristine one allowed me to get way more boat. Coming from an older 210, I was shopping with cash, and $80 was unrealistic... So I was looking at nice 07-08's... Or an ugly 2010+. For me, being able to step into a Linc boat was a no brain-er... (Future nss integration was very appealing to me) And yeah my final price is now very close to what a nicer used one would have cost... but I did it over 3 years as I got money to spend, all the while using the boat and prioritizing my next changes.

I am negotiating for $65k Canadian. Which would be about $42USD. If you know of any 2011 nautique 230s with a 409 for a similar price send me that direction.
Also being Canadian I don't have to import it or drive 24+ hours like my previous boats..
The service manager says the interior should come up clean
The biggest thing I am concerned about is the stress cracks which probably could be fixed up easily as well as it's underwater so it doesn't have to be perfect ...
I do wish it was a 2012 with LInq2, but I more then likely will add my own NSS to it, I wanted to do brown seadek throughout to match the boatmate trailer I'd have built... and I never calculate my hours into stuff, I love working out in my shop on projects like this...

The hull is identical, interior stitching patterns are different.
The big thing is the 4 post tower and my shop door is 10ft tall and that tower is pretty much impossible to fold
The price I have negotiated for this boat and a brand new tandem boatmate trailer is $47-48k USD. I think that's pretty good.

$675usd in Seadek and some spectrum gelcoat kits and I should be laughing. Also I will have a brand new loaded, matching Boatmate trailer under it for $38K in Canadian money less.

Go for it! The rudder cracks are most concerning but I've actually seen a few nautiques now with similar cracks by rudder. The rest looks to be mostly aesthetic
