So upgrades... Let me see if I can sum this up:
- Boats with Surf Select 1.2 (any MY2016 optioned from the factory with Surf Select): You must upgrade. There is no solution for the 1.2 module. These boats will have to be upgraded to Surf Select 2.0 or 3.0.
- Boats with Surf Select 2.0 (all MY2017-2019 and some MY2016 with dealer-installed 2.0 modules): Upgrade is optional. What you have is still working. It's Pebble only, but it does work.- Advantages: Pebbles are inexpensive. No upgrade to the Surf Select module required. Pebbles are readily available on eBay.
- Disadvantages: No dealer or vendor support. All of the support for this is via PlanetNautique/Rebble and the people here. At some point Pebble watches will become rare since they're no longer being manufactured.
There may be other reasons to upgrade. If you're already an owner/user of the Garmin then this will add functionality to the watch you already have. Or perhaps you were considering getting into a smart watch and this is a good avenue to get there. The only issue I have with the Garmin is the price. The Garmin watches supported with Surf Select 3.0 all run around $700. That's about the cost of 10 Pebbles out on eBay. I probably wouldn't be too upset if I dropped a Pebble in the lake, but the Garmin... Some people will upgrade just to get back into a dealer/vendor supported solution and I understand the value-add there.
The functionality for the Pebble and the Garmin is exactly the same. There are no new features or controls on the Garmin. It's still Bluetooth and will most likely be equally limited as far as range goes.

Can some 2019 models support the Garmin? Or is it only 2020? I would think some 2019 models produced later in the year may have comparability?

So the absence of information on the 2020s is limiting what I can find. Is the new 3.0 ONLY compatible with the Garmin? Or can you use a Pebble if you find one as well? I have a 2020 230 coming in and the website just says “it worked with the Garmin 5...” but not a lot more.

It actually only says it supports Garmin not that it ONLY supports Garmin. Perhaps edit it to show this. And maybe include which Garmin watches will support. Somewhere I saw a handful of 5plus/s/x iterations, but is there a full list? Does SS 3.0 have anything else besides just the Garmin functionality to it? Anything better in the software that improves the surf experience?

According to Garmin's app store, the Nautique Surf Select app is compatible with: Fenix 5 Plus, 5S Plus, and 5X Plus. Support for other watches has NOT been announced yet.
