Engine not starting on 1986 Ski Natique 2001

Hello all I have owned my 1986 Ski Natique since 2014. In 2016 the last time I ran the boat the engine flooded due to a faulty bilge pump. The boat sat in the water overnight with 6-8 inches of water in the engine bay. The next day I had the vessel towed to the dock and I took the boat out of the water and drained the water from the engine bay. ( water never got high enough to touch the engine) I had to store the boat since than. I recently went to try and start it and It would not turn over. I recently installed a new starter solenoid and ignition switch because I lost the key in a move.When I put the key in the ignition the dash lights up and the exhaust fan turns on so I know the starter I Installed is working. The motor does not attempt to turn over. It does not click. It seems like the starter is not working . Does this sound like the issue could be the starter ? What would some steps be to trouble shoot this issue ? Also transmission will not shift gears. Transmission (shifter) cable and throttle cable were replaced by Ski Natique of Orlando prior to storage. Would this be because it is rusted and can not shift gears ?
