Try the Ryobi portable mister it sits on top of a 5 gallon bucket of water. Retails around $200 we got a decent amount of use out of one this summer

You are on a boat on water right? Just take a $1 squirt bottle, fill it with water, and put it in your cooler! Or...just get in the water that your boat is sitting on.

In some places like the South, jumping into the water just means you are in warm/hot water so its not necessarily refreshing in July/Aug. I gotta admit, A/C would be sweet! Course that adds something else that would break or malfunction down the road.

Agreed, I would pay for some sort of A/C. I drive A LOT, and it gets steamy.... Especially in the big Ed and the twins zone.
