Hooks under the side panels/gunwalls 1998 SNOB

Looked thru the forums already for an answer with no success - so here we go:

Re-upholstered my whole interior last winter. C&S kit.
There were some plastic hooks mounted up under the long side pieces on each side.
These appear to be from the factory this way.
Is there some storage net or something that would have been attached to these hooks - like on the engine cover?

Yes, there was a net that went there.

In my opinion, it looks a lot cleaner without it there.
