If only one of the stringer bolts spins freely is it a major deal or can you live with it?

You may be able to get by for a while with a filler product like rot dr. The bolt test only gives you an idea of the condition of the stringer under the bolt. The rest of the stringer could also be rotted.

quite possibly rotten there and not where the green is because that is where the rear floor board ends and the water will drip off the edge... pull the removable floorboard off and check it for rot, and tap the stringers as advised above.
if the rear of the boat gets wet I will pull the clamshell off, the rear seat and the floor section and let it all dry in the sun. that and keeping the boat inside will keep it from rotting prematurely.

The green arrow is pointing to the motor mount bolt. This should be a bolt, with a nut on the backside. It bolts only through the aluminum cradle. It is not a lag screw into the stringer. The red
points to one of the lag bolts holding the cradle to the stringer. There should be at least six lags holding the cradle to the stringer. 2 front, 2 back, and at least two into the side of the stringer.
If the lags are spinning, then I would bet you have rotten stringers. BKH2001 Super Air
