Sounds hoaky to me. I don't see how the displacement hull on the inside will cleanly interact with the water without the planing hull creating an additional drag and affecting how the water flows over the displacement hull.

What this really sounds like is a built-in ballast system to add extra weight to the boat at lower speeds for surfing.
