you are at a pretty low elevation. lake tulloch? . when I tried my GS20 at Folsom, it was a completely different animal than what it was at Tahoe. I am surprised you are having issues down there.
on a side note, my GS22 has the H6. came with a 1235 prop stock. It had 0 problem getting up to speed with 8-10 people in the boat and full pro-ballast and 200# of lead at 6300ft elevation.
adding the wakemakers 800# bags and same scenario, I noticed a slight bit of struggle, but it still did it.
i switched to a 15x12 .105 cup prop. so increased the diameter 1/2" and dropped the pitch. Boat has no issues now. although I did lose a bit more than expected on the top end, and my rpms are a bit higher than I think I like. I think I dropped the pitch too much.
I know my motor is different, but I am also pushing more weight at high elevation.
I think the prop is your solution.
