What is The best fat sack set up for my 2001 super air nautique , Do most people run two bags one in the rear storage and one in the center storage to equal the weight out , if so what size bags do you recommend ?

What are you trying to acheive (surfing, wakeboarding)? How is it currently set up for ballast? You'll likley need to add some weight to the bow, as well. If you want to surf, a wake shaper is pretty much a necessity.

It's got nothing in it? What model is the boat?
I can't speak to your specific hull, but if it were me, I would get a bunch of living ballast (aka friends) and go out and play around with it to see how it responds. Generally you would put a bag in both rear lockers and another in the belly and/or bow. Rear weight builds wave height/steepness, and front weight stretches that wave out.

I'm not sure if your hull and layout are the same as a 2003, but here is a thread about what has been working for us guys with older 210's.
Currently I have 2 750's in the back and a 425 on the bow seats if we don't have many people in the boat sitting up front. Nothing in the belly unless really short on people. The back is weighted evenly and use a Swell Wake Creator h3x plus.

It’s a 2001 super air nautique 21 …. I just bought this boat , it does have a ballast set up and controls on the right side of the cockpit to fill and empty the ballast system, but I was told by the previous owner after I bought the boat that you would have to buy the tanks to hook up …… doesn’t this model come completely set up?

My guess is that the previous owner upgraded the ballast system at some point but took his bags out of the boat when he sold it to you. Maybe post some pics of the helm/ballast control set-up as well as the rear lockers so that we can see what you're working with.

Depending on your skill level right now, I don’t recommend using “a ton” of ballast for wakeboarding. Surfing yes, but any wakeboarding intermediate and under, the wake with factory ballast or under 1200lbs is really good. I have 720 lb sacs in the rear, factory belly tank, and an extra 600 lb sac for the bow. For surfing, everything gets filled
plus swell wedge. For boarding, I fill the belly and rear sacs almost half way and get a really big wake. I’ve filled them all the way to see what it’s like but it took going 23mph to clean up the wake (too fast for me). I’d suggest (3) 50lb compact weights to move around to even things up as necessary.
