Wow! Glad I'm not the only one. I've had a Nautique since '87 and never had a problem until two scratches this year on my '02 196. A combination of factors lead to mine. We repoured the concrete on our ramp last fall and I think it's a slightly different angle now. In addition, I had 2" PVC pipe with end caps over the posts with the pads over the PVC. The cap broke off and the pipe slid down. The pad was still over the top of the post but the steel post is so sharp at the top it cut through the pad. Bottom line, i've got gelcoat that I had purchased from Midwest CC a few years ago and will attempt to fix it myself. Good luck with yours!
    Ski on dude!

good to know I'm not alone..hehe.

I don't think I wanna do it myself. I wouldn't mind giving it a try if the bottom of the boat was dammaged..but right under the rubstrip...mm I don't know.

nobody ever had gelcoat repairs done by a shop?

No shop that repairs gelcoat would give a quote without seeing it. I would not, either.
If you want a quote, take it to a shop in your area. Different shops in your area will also have different labor rates, and different quotes.
Add to the fact you are in Canada, and I could not even guess what shop labour are where you live.
The "ball park" figure you are asking for, (High and Low) is probably more on the size of Yellowstone park!

After getting a quote on my first gelcoar repair, I decided to do it myself.
You can get gelcoat that matches your boat from: www.spectrumcolor.com
              www.minicraft.com
It was $100, or $200 1998 US dollars, for an area much smaller than what you are describing on your boat.

The going rate down south for mine was right at $90 per hour, plus materials, but the guy that fixed mine said his rates were about to go up just like the prices on everything else. He also said the price of all his materials are headed up in price as well. I would count on at least 3-4 hours for labor and around $100 for materials. Definately take it to a shop and get a quote, there is a chance it could be sanded and buffed out because the gel is thick and the scratch could be blended, that would certainly be the cheaper route and something you could do yourself. You might be looking at a higher price as well with your black gelcoat.
