Computer handicapping throttle when extra weight is added?

I have a 2003 SANTE 210. Recently, when I have 5 or more people in the boat or I add about 1000 lbs of extra ballast in addition to the factory ballast the boat is cutting the throttle as though it is protecting itself. It seems the threshold for weight is somewhere in the 2000 lbs range. I have experienced this in the past when I had a impeller problem and the boat started to over heat. The difference in this case is that I can drain some of the ballast and restart the boat (I assume this is resetting the computer) and everything functions as it should? When the boat is loaded I am getting good oil pressure 45 psi and my temp is about 174. This all seems to be in normal operating limits. I have also check the V - drive transmission fluid.

Any suggestions? My perfect pass has been acting up lately but I'm not sure if this is a perfect pass problem or a PCM computer problem.
