Should be a 3/8 bolt with a 9/16 head. Already rounded? or wrong bolt maybe? Would guess cable first on your steering. If it is outside and cold, like everywhere else, could just be a bit frozen water in the packing.

Use 6 point wrench not a socket. I had the same problem on a 88 with a 351. It is a special flanged head bolt but I do not recall what size the head is. FYI the hex head is not the same size as a standard threaed bolt but it is an inch size not metric. I bought a set of 6 point wrenchs.

Take the steering cable clamp loose from the top of your rudder, if the steering wheel is free then its something locking up the rudder. If it still wont turn its likly you need a new cable.
