1996 pro boss gt40 surging

I have a 96 gt-40 pro boss that has a constant minimal surge at running speeds. It starts great - good idle and acceleration. Does any one have any suggestions? I recently had the oil and trans fluid changed-plugs changed -impeller changed.

Out on a limb here, but just to rule it out, you don't have perfect pass do you? Or if you do, is it otherwise working (i.e., obtaining and holding speed)? I had a surging problem on my other boat when the perfect pass got bumped a bit out of place by the engine cover. A slight adjustment solved my surging problem. But, I also had the symptom of the perfect pass just gaining speed forever to WOT. It would not lock until I made the adjustment.
