Probably you need a new steering cable. There is a possibility that the rudder will need to be regreased, and maybe some parts in the helm (the part that holds the steering wheel) need replacement.
It is not a very complicated job to replace these parts, but there are some safety issues. You do not want something breaking, when you are using the boat, because you did something wrong.

Disconnect the cable from the top of the rudder. If the rudder moves smoothly, you need a new cable.
If the rudder is still stiff, which is really unlikely, you need to inspect and repack your rudder port.

As suggested, probably the cable. I have also seen the rudder bent and cause this issue. If you disconnect the cable at the rudder, and the rudder turns freely, it's not the rudder. If you disconnect at the helm, and the wheel turns freely, it's not the helm mechanisms, and therefore, you know it's the cable. You may have to remove the gas tank to get at the cable where it connects to the rudder. It's really not a tough job. Disconnect at each end. Tie a rope or string to one end of the cable. Pull the old cable out. Tie the rope or string to the new cable and pull it back through in the other direction. Nautiques have a unique length cable. Be sure you get the right cable. My $ .02. BKH
