Throttle Lever does not lock into neutral

I can move my throttle lever into forward gear without lifting the umbrella. My boat is a Ski Nautique 196, 2002. How can I fix it?

(The umbrella has to be lifted to shift into reverse.)

    Thank you.

The plastic clip may be broken inside the arm.Remove the arm and take a peak. There is an allen bolt on the underside of the arm.

Did you try tightening the screw that holds the arm on? I know that I had to tighten mine about once a year on my 2002 210 for the same reason. It's just a phillips head screw running through the pivot of the throttle arm.
