2005 SV-211 Ballast Question

I have a 2005 SV-211 TE and I noticed that the ballast tank that is visible from the access panel for the plug / v-drive appears to be half full of water. However, the gauges indicate that all the tanks are empty. I was wondering if there was a schematic drawing of the ballast tanks on these boats so I can know which tank I'm looking at. Any help is greatly appreciated.
