When the filter has a junk anti-drainback valve and allows the motor to dry- start from lack of oil for the first moment of startup.

What's the big scare here? When is a filter not a filter?

Like wakeslayer i've been on the mobil 15w50. It was an availability issue. Wouldn't some multi viscosity with a 40 be better than the 50? The oil paranoia has resurfaced.
When it is Chinese for starters.

Both GM and Ford have spent huge amounts of time, and money trying to come up with the best filter for the engines they manufacture. They have a lot at stake here, if an engine fails due to a bad oil filter, and it is one of their own filters, they are left having to replace the engine under warranty.
Aftermarket filters do not have this problem, they are trying to maximize the profit on each oil filter. Less filter media, missing or poor anti drainback valves, poorer quality, or even not made in the USA.
I have found Motorcraft FL1-A oil filters in Wal-Mart, that were made in the USA, for less than $4.00 each.

I've been courious as to why PCM says to use "40w40" oil in the GT40. I've never seen 40w40 oil. Furthermore, this is a Ford Lightning setup from around 1995 and Ford says to run 5w20 in thier engines....all of them.

The block may be the same, but they are not the same engine. The boat engine actually is more closely related to industrial engines. PCM may have specified different bearing clearances for the engines intended for marine use.
One of the tricks used to improve fuel economy on an engine used in a car is to use a very light weight oil, and you can get away with it because a car engine does not see the load on the internal parts a boat engine has. Open the throttle on a car engine, and it just downshifts. Put a load on a boat engine at a low RPM, and the engine just has to take it.

You would not choose oil for a car based on what some engine of the same displacement requires in a boat. You should not base oil choice in a boat engine based on what a car engine uses.

40W40 oil just means to use a straight weight oil. I think it might be a misprint, since the multiviscosity oils use the two numbers.
