relationship between accesory wire ballast gauges

does anyone know the deal with the relationship between the accesory wire that goes to the hu and the ballast gauges. i have metered numerous wires and can not chase down this issue. i know it has been discussed a few years ago on here but what was the solution. the accesory power near the hu is dead.

i know i can tap into an accesory hot wire on the drivers side and run to the hu again but it does not solve my ballast gauge issue. i think these things are directly related.
