The purpose of the safty wire is to prevent the big nut from backing off if the jam nut is not tightened. I always run the boat before safty wiring the big nut but make sure the JAM nut is tightened fully. but if tightening any more does not cure the problem you may have to replace the packing rope. Also do not over tighten the packing nut because it could cause a hot spot on the shaft when running and when you slow down it could fracture the shaft at that point.

It worked! I tested it on the trailer last night, and after running it in gear for a few minutes to warm it up, it drips about 1drip/1second in neutral, and slightly faster in gear at 3drips/2seconds. So I may tighten it another hair before putting the safety wire back on and running it this weekend, but...
      problem solved!

Thanks to everyone for the help!

Next project will be the stiff steering cable in a week or two.
