Foam Pad between engine and backseat

I gotta 2006 Team Edition 211 Nautique, and there is a foam pad that is attached on the inside wall of where the engine is. Its behind the Raw water strainer/filter. Its about 2 1/2 ft by 2 ft. and is attached with screws. In the middle of this pad like sandwiched in between is a heavy duty flexable plastic of some sorts. Hope this helps identify it for ya' ll. but anyways it keeps tearing away from the screws that hold it up. Seems like it might just be a sound barrier? question is do i need to have this pad mounted or can i take it out? its been a pain in the rear. Or if anyone has a better way to mount this pad so it will stop tearing away?

I think it's just a sound barrier. It's possible that it also does block some air passage. Our 211's have some special foam pieces here and there to block unwanted air from entering/leaving the motor compartment. I believe the motor compartment exhaust fan air exits the rear passenger side vent, it is supposed to enter the driver's side vent.

I talked with Correct Craft in Fl. and Yes its a sound barrier. Said to remount it with contact glue and the 2 screws there with large washers. I may just leave it off if that doesnt work.
