Perfect pass keeps speeding up and slowing down

I own a 2006 Air Nautique 226 that is equipped with perfect pass. When I first owned the boat it worked very well. This season it will not hold speed. It will go up to 26 mph then relize how fast its going and slow the motor down about 800 rpm which makes it go about 16 miles per hour. At this point it realizes how slow its going and speeds back up to 24-26 mph. The speedo is also doing the same thing the perfect pass is. I reset the perfect pass but is still having this problem. What do you think the problem is?

What speed is it set at? Sounds like a faulty paddlewheel or module. Something isn't registering...

First, make sure your servo motor is wound tight when the engine is off or at idle. If there is slack in the cable, it will cause surging. Twist the black nob to wind the cable tight. If all is tight, then trouble shoot the system.

if the servo is good and you can get on the water easily i'd try adjusting the nn and kdw. nn is the filter factor and kdw is the aggressiveness of the hold to keep it at speed.

I didn't remember if it was some of 2005 or some of 2006 were DBW and then switched the following year.
              Must have been 2005.

Sorry, but I can't help on the DBW.

Thankyou for all of the help. Now the problem has gotten worse. The speedo does not read anything above 5 mph. When I start off it will go up to about 5 mph then go back down to 0.0. So if my boat is going 21mph it still reads zero. The paddle wheel is spinning freely but it still is not working. Do you guys know of any thing that can be wrong? I do not want to have to take it into the shop during the middle of the summer if I can avoid it. Thanks in advance.
