perfect pass drops off pulling skier, good without skier?

I have just put my 2002 196 Ski Nautique in the water. When pulling a skier the perfect pass works well pulling the skier out of the water then it drops of and starts to "Hunt" for the correct speed, it goes down to 18mph.
When the boat is not pulling anyone the perfect pass works perfectly?
Any suggestions what this problem is. I saw a question with a similar problem posted today, however,it doesn't mention that perfect pass works well without pulling anyone though?
Would the same suggestions apply to my problem.
Thanks in advance for any suggestions

it's on p.p. non stargazer. the kdw adjust agressiveness. higher number equals higher speed up. nn is the filter factor. higher number equals more readings before adjustment. their manual helps. i think you press menu and on/off same time to bring it up.
