Ballast System Leaking

I jsut got a 2004 Air Nautique 216 LE. it is in great shap, however, the ballasts are leaking. I empty them and they slowly fill agian. I close the valve, shut the drain off...still a few hours later they are 1/2 full.

Suggestions?
