found the coolant rusty and have some layer oil on it, not long time before change it with house hose water and add the green anti rust, seems too fast become dirty, any body experience this ?

Today sun shine in our area, air tem. about 32c, before go out,check engine oil and coolant, this become my standard
action every time before go out,
The oil is normal (transperent brownish); coolant level is normal,still rusty and have a thin oil on top; use the boat whole day no problem,kids have a very happy day,
Come back to dock, cooling a while,when open the coolant cap, free no pressure, (this is not normal),but the coolant is clean,
Turn on the engine,watching the coolant, level go high and have bubble come out, like boiling (this is not normal), oil appear some again, level higher over the cap and leak out the small tube, this is the reason why it will lost coolant in before days! and become normal aft running some time, finish .
any advise?
