    Fuel Pressure question

So I know that the preferred fuel pressure for a GT40 is 40psi +/- a few psi.

When testing, I hook up a gauge to the fuel rail shrader valve and turn the key halfway to prime the pump. I hear the motor for the pump kick on but only get a 9psi. Should I be getting 40 at this point?

Anyway, once I crank the engine the fuel pressure climbs up to 34 where it stays at idle. I only get 40psi if I turn the boat off once it reached 34 and then restart it does it go up and stay at 40psi.

Is all this normal or should I immediately see 40psi when the pump relays kick on. The reason I ask is because I am thinking my high pressure fuel pump is bad due to some warm starting issues. I just replaced the low pressure pump.
