98' how do I remove the ballest tanks?

I've been looking, but can't seem to find a way to ballest tanks.
I need access to the starboard cavity where the speedo hose joins onto a copper looking device.
Also need to access the fuel sender on the fuel tank on the (port side).
If there is anybody that provide me with some information regarding this, it would be much appreciated.

Well I managed to move the fuel tank foward after disconnecting the fuel lines, and also managed to disconnect the starboard ballest tank and rotate it up and out of the way.
But now I'm trying to access the starboard rear air vent cover, behind that is the inline device that connects to the speedo pickup. This is blocked, well no air goes though it. The line from there to the speedo is clear the speedo works when air is pumped into it, but can't blow air though either side of the copper device.
