I was getting a low voltage indication on the gauges on my '07 206LE. Since the battery is 4 years old I decided to go ahead an replace it. So I get home install the battery, turn on the switch and the volt meter is oscillating from up and down from about 9 volts to 12 volts. What would cause this?

I don't have time now to point you to all the posts. But it's your turn. Good thing for you it is less than ten dollars. Don't scratch the surrounding decal when you change it.

When you go to check the toggle switch, the up position is for all power. That means the lower "tang" on the back feeds your system. The down position is bilge only and therefore the upper tang on the back of the switch feeds the bildge. The center position is from the battery and should always be "hot". Reach back and wiggle the tangs while you watch your gauge.
Finallly, CC puts a black cable/zip tie from one switch tang back to something else (bilge breaker?) to prevent the switch from rotating. Please tell me which tang your zip tie is attached to. I believe this zip tie is the cause of the switch failures. You may be able to confirm my theory.
Please post back or PM me.

Here is the switch. I changed brands and is shown on one of my posts. I also mounted a rubber boot to keep the water out. I'll look for that post later. The switch below is factory from White Lake.

It is not a corrosion issue, the tang disconnects inside the switch. Did the voltage move around while you wiggled the tang?
