rust removal with removing paint

can someone suggest what to use to remove rust without removing the the paint ?

i have to touch up an area on the trailer where i had a bracket welded on.

Naval Jelly works well for me. Just don't leave it on too long.

You can try a product called "Corrosion X".

It comes in a marine grade but the heavy duty will work for the trailer. Spray it on and let it soak for a while and then scrub with a "Green Pad." It won't remove the paint and is great at stopping / preventing rust.
