If the manifolds where smoking hot then the RWP is installed backwards or there is a restriction in the line somewhere or there is a leak on the pick-up side of the suction hose for the RWP allowing it to suck air instead of water.

On a closed system the RWP suck up water and feeds the exchanger than that goes out to the manifolds and out the back of the boat, basically. if you have a sea strainer in line they are a likely source for leaks, bad o-ring, not tight enough, cracked bowl or fitting. double check the hose clamps with a 1/4 drive ratchet and not a screw driver.

Sometimes a video camera is easier. A cheap one connected to the USB port on a laptop works well. You can tape it and a cheap tiny LED flashlight to the end of a stick and get in all kinds of places.
