Turning off Ballast System on 2004 Super Air

I recently purchased a 2004 Super Air. I cannot figure out how to turn off the ballast system. I have turned off every valve I can find and the system still fills up with water. Any advice would be appreciated.

If u open the engine hatch there should be two "levers". One for each rear ballast. The front one is in the front locker I believe

I will check those again as I thought I shut them off once. The front one is not filling up but the two back ones are....I have twin 7 year old boys and the wake is too much for them.

Have you tried turning off the three valves (knobs) under the dash, on the left? For me those do the trick, though I have heard of some people having issues with them leaking.
