'99 Pro Air Steering is stiff

I have a 1999 Pro Air. It runs great, thrashing me about on my wakeboard (ouch!). However, the steering has gotten increasingly stiff
over the past year or so. Question: Is there a way to lubricate the steering cable, or am I looking at replacing it? Thoughts? Suggestions? etc...?

99% chance the cable needs to be replaced. They are like $185 or something on nautiqueparts.com. Not all that fun of a job on your boat due to ballast tanks and fuel tank being in the way.

Use this as an excuse to rip out those hard tanks and replace them with bags.
