2005 SANTE Ballast valve's and Gauge question

Hey guy's I just picked up an 05 210 team. I looked under the dash where i found 3 valve's on a black casing. the port and belly handles are broke off in the open postion i beleive because all tanks will fill ( all plastic) and there is only the starboard handle left. has anyone else had this problem? Looking for a soultion. Also, my tachometer works, but the digital display below will not. Any takes on why this is happening?

as for the 3 handle to ballast under the dash... they are referred to on here as the "flow wrong valves". you are supposed to be able to close them and the coordinating ballast not fill up. problem is they dont work. most on here, as have i, have either taken them off line or just leave them open.
