sleeve sticking on Steering cable

I just bought a new steering cable for my 2001 V-drive Super Air Nautique and the old sleeve is sticking. How can I clean the old Sleeve and then how can I lubricate so it doesn't break my new cable? Thanks

Are you talking about the aluminium tube that screws on the rudder end of the steering cable?

What is sticking? The nut that screws on the tube, attached to the cable?
The inner cable sheath, that slides inside the aluminium tube?

Yes the Aluminum Tube has some build up and I believe that is what caused the old cable to break. I soaked the tube in water and Dawn soap last night and have WD40 soaking now. When I put the new cable through it sticks. I need to figure out how to get it cleaned and then lubed so it doesn't happen again.
