I'd say this is almost 100% prop related. The unfamiliar counter rotation when under power is the key clue here IMHO. You may very well have had an issue with the old prop before the grounding - not bad enough to cause a vibration or something that's easily noticeable like - but enough that your ballasting method made it work nicely under that particular prop condition. It may very well have worked exquisitely for a surf wake.
Another point check is to run up the throttle to 35MPH or so and check list (unballasted completely) and RPM baseline.
The brand new prop may be completely in spec, but now completely messes up the surf wake that was effectively 'tuned' to the old prop.
OR - there is still a chance the new prop is out of spec too.
If it were my boat, the very first thing on my list after what you describe is to try another prop - and maybe even a second slightly different prop.
It's a super easy thing to do - and I'm betting it puts you on the right track.
You may also want to check that the prop shaft carrier hanger is absolutely dead 90 degrees vertical to the hull - same effect.
