Factory ballast questions - 2000 SAN

I have a 2000 SAN with the factory hard ballast tanks. Just got it last year so I'm figuring everything out still...

I've replaced the pumps and un-stuck the one way valves on the overflows, and I'm getting the system to fill and empty nicely now. So that's good. One tank always fills first, but it's never the same tank... I've been plugging the overflow on the one that fills first, and just holding it until the second one starts overflowing. Is that normal? I have questions about filling just one tank, and a question about the gauges.

    1. If I have both tanks full, is it really possible to drain just one tank effectively with the factory system? (for surfing, usually after both tanks have been full for wakeboard runs) The vents don't really seem to seal it up completely... I guess if I close one vent and open the other, it should drain just one, but I can't really tell how well that's working because....

    2. The gauges aren't working. I have taken the sending units out of the tanks, and one of them obviously works...if I slide the float up and down the post, the gauge works fine. Except when I re-install it, the gauge doesn't work. What is up with that? I know the tank is filling, because I can get water to come out the overflow. Can those floats get waterlogged? Is it sticking? It has worked a couple of times, but 8 out of 10 times, it doesn't make the gauge move. The other sending unit is apparently dead. which brings me to...

    3. Where can I look for a used sending unit from someone who has removed the factory system? Those things are more expensive than I thought.

    4. Has anyone installed valves at each tank, for easier filing and emptying of just one tank at a time? Would that be as easy of a solution as it seems like it is in my head?

    Thanks...
