2007 SAN 220 Ballast emptying problem

Ok so heres the deal. All three pumps will fill the tanks fine. However, to empty the starboard tank I need to unplug the connector from either belly or port to get the starboard pump to run and empty. When it is plugged into the correct connection and you try to drain I can hear the relay click but no action. It empties fine when cross wired to the outer pump connections. Any ideas?

Update to this problem. The starboard pump will run the empty cycle for about two minutes and then quit after I switch from battery one to battery two at the rear panel. I have to continue this switching back from one to the other until the tank is empty. Could this be a bad rundry module? If so does anyone know where it is located and how to test. I know I have this on the other pumps as they stop once the tanks are empty. Any help is appreciated.
