2004 SANTE Rudder Leak

I've had a slow leak over the last two seasons and was finally able to determine it is coming from where the rudder port goes through the hull (see above). Has anyone had this issue in the past? I'm guessing I will have to drop the rudder, remove bolts, re-seal, and then re-install everything.

Should I replace rudder packing if I'm going to drop it? Any other pointers?

I have removed my rudder assembly and am not certain what kind of sealer is used between the plate that mounts to the hull?

Also, do I need to repack? It looks in great shape...suggestions?
